Town Manager
My name is Chris Rogowski and I am the Larkspur Town Manager. In my role as Town Manager, I'm responsible for overseeing the Town's daily administrative operations and promoting the health, safety and welfare of the Town. I originally grew up in Arvada, CO and after graduating from the Air Force Academy in 1992, I embarked on a 20-year career as a pilot in the Air Force and also held a variety of leadership and administrative staff positions. Upon retiring from the Air Force in 2012, I initially settled in Loveland, CO where I met my lovely wife Heather, and the two of us moved to the Larkspur area in November of 2023. In my role as Town Manager, I'm excited to serve the people of Larkspur and help preserve the beauty and character of this wonderful Town. My favorite things about Larkspur are the friendly people, beautiful scenery, and abundance of wildlife. In my spare time, I enjoy hiking, cooking, and watching football.

Accounting Manager
As Larkspur’s Accounting Manager, I am dedicated to serving this community and doing my part to preserve the beauty and character that makes Larkspur so charming. Colorado has been my home since 1984, and I have always appreciated the outdoor lifestyle the state offers. Prior to working for Larkspur, I spent 30 years of working in government accounting and budget. Outside of work, you will find me enjoying our beautiful state with my family (two and four legged) or cheering on my favorite hockey team.

Accounting Assistant
My name is Ken Meisinger, and I am the Accounting Assistant for the Town of Larkspur. My dad was transferred to Colorado in 1976, and because I have lived in the Colorado Springs/Monument area since I was 11, I consider myself a Colorado native. I love spending time with my family – my wife-Paula, daughter-Sydnee, granddaughter-Lillee, and our Jack Russell Terrier-Crosby. I’m a huge hockey fan and have played since I was a kid. Prior to working for Larkspur, I was a High School Teacher for 20 years and a Financial Analyst for DuPont/Conoco before that. I enjoy working for the Town and love the people here. One of my favorite quotes that I live by is by Herb Brooks, “You were born to be a player. You were meant to be here. This moment is yours.”

My name is Sloane Bullecks and I’m looking forward to serving Larkspur as your Town Clerk. I’m originally from Chicago, but have lived in Monument, CO for 16 years. I have enjoyed roles with the Town of Lyons, CO, the City of Denver, and the City of Chicago. My passion is working and supporting smaller municipalities like Larkspur to include all residents and visitors. I love spending time with my husband, Mike and our five children, Rose, Jensen, Katie, Ellie and Larsen. In my free time you will find me gardening, hiking, ice fishing with my husband, skiing with my kids, spending time with my girlfriends and waterskiing behind captain Bill’s boat!

I’m Kim Carlsen, and I’m so happy to be able to share my enthusiasm and appreciation for our extraordinary Town as Larkspur’s Program Coordinator. My role includes continuing to build Larkspur’s wonderful Parks and Recreation Department in ways that support our community’s strong spirit and preserve its natural uniqueness. From a small town in rural Pennsylvania to this enclave in our beautiful state of Colorado–and many places in between–I’m thrilled to be here, now, and a part of this place full of kind neighbors, gorgeous outdoor spaces, and hometown pride. On occasion, you might see me around town in my other local role as Co-editor-in-chief and Feature Writer for the Larkspur Sentinel. My hobbies include photography, content creation, cooking, roadtrips, and music. My family and I live in Perry Park with our kooky dog, Caroline.

Administrative Assistant
I am a Colorado native and blessed to live in this awesome state. I have traveled extensively, both in my personal and business pursuits, and my heart still flutters when I see the beautiful Colorado Rockies. I live in Perry Park and love the views and communities that surround me. I am taking painting classes now and can’t wait to paint the beautiful rock formations, mountains and wildlife I see each morning on my way to work at Town Hall in Larkspur. I retired from the Federal Government as a Budget Analyst after 32 years and found myself with time on my hands. I began working part time for the Town of Larkspur in 2014 and have met many of the residents of this quaint little town and been rewarded by many friendships. I have three children who have blessed me with ten grandchildren, and we are a close and loving family that enjoys spending time playing games, going to rodeos and fairs, and praising God together for his bounty.

Director of Public Works and Park Maintenance
My name is Eric Usher and I am the Director of Public Works and Park Maintenace. I have resided in the Larkspur/ Greenland area since 2004. I live with my beautiful wife Lacie, amazing son Carter and our 3 dogs, Kane, Hank and Coco. I’ve been in the landscaping industry for 23 years, 11 of which I spent running my own business. One of my most cherished accomplishments during that time was helping design and erect our towns Veterans monument. Outside of work, I enjoy spending time with my family, watching Lions football and planning and prepping for this year's garden. I feel fortunate to be a part of this wonderful community and look forward to doing what I do best, making the outdoor areas of this town shine.

Park Maintenance Assistant
My name is Tim Baca, I am the Parks Maintenance Assistant for the town of Larkspur. I am originally from Iowa. I moved to Castle Rock in 2009 when I graduated High School. I love spending time with my family- My wife Kristina My two daughters Alaina and Peyton with a handful of animals from dogs to chickens. I enjoy helping and getting to know people in the community and this job is perfect for that. When I am not spending time together with the family you can find me out riding my Harley, fishing, hiking, and enjoying everything Colorado has to offer. I am incredibly happy to be part of this community and remarkable town.
