A senior-level organizational leader for government, nonprofit, and for-profit organizations. Todd has a comprehensive background in evaluating employee performance, risk management, critical thinking, and strategic planning for Government compliance and emergency management. Recipient of multiple awards for outstanding performance and professionalism as a Senior Enlisted member and Officer in the United States Navy. An 18-year resident of the Larkspur area. As a defense contractor, Todd has supported several government organizations, such as the US Navy, the Bureau of Medicine and Surgery, and the Defense Threat Reduction Agency.  Todd currently lives with his wife of 42 years, Debbie DeVoe; he has three daughters and seven grandchildren.

I enjoy helping and getting to know people in the community, and this position is perfect for doing just that.  Originally from New Mexico, my background includes a bachelor’s degree in interior design from Colorado State University, (go rams!), owning my own interior design business, as well as over 15 years of design related sales.  In 2019, after living in Castle Rock for 15 years, my three children and I found our dream home in Perry Park East.  The captivating views and wildlife are so inspiring to wake up to each day!  When I am not shuttling kiddos to activities, you can find us soaking in colorful Colorado on the local hiking trails, camping or skiing.  I am very happy to be a part of this extraordinary community and remarkable town.

Ken Meisinger

My name is Ken Meisinger, and I am the Accounting Assistant for the Town of Larkspur.  My dad was transferred to Colorado in 1976, and because I have lived in the Colorado Springs/Monument area since I was 11, I consider myself a Colorado native.  I love spending time with my family – my wife-Paula, daughter-Sydnee, granddaughter-Lillee, and our Jack Russell Terrier-Crosby.  I’m a huge hockey fan and have played since I was a kid.  Prior to working for Larkspur, I was a High School Teacher for 20 years and a Financial Analyst for DuPont/Conoco before that.  I enjoy working for the Town and love the people here.  One of my favorite quotes that I live by is by Herb Brooks, “You were born to be a player.  You were meant to be here.  This moment is yours.”

I am a Colorado native and blessed to live in this awesome state.  I have traveled extensively, both in my personal and business pursuits, and my heart still flutters when I see the beautiful Colorado Rockies.  I live in Perry Park and love the views and communities that surround me.  I am taking painting classes now and can’t wait to paint the beautiful rock formations, mountains and wildlife I see each morning on my way to work at Town Hall in Larkspur.  I retired from the Federal Government as a Budget Analyst after 32 years and found myself with time on my hands.  I began working part time for the Town of Larkspur in 2014 and have met many of the residents of this quaint little town and been rewarded by many friendships.  I have three children who have blessed me with ten grandchildren, and we are a close and loving family that enjoys spending time playing games, going to rodeos and fairs, and praising God together for his bounty.

My name is Kathleen (Kat) White, and I am the Park and Recreation Coordinator for the Town of Larkspur.  I am a long time Colorado resident, beginning in LaSalle, Colorado and living in Larkspur since 2001.  In August of 2021, I took this position but am no stranger to working and volunteering for the Town and have served many roles over the years, including chairing the Park and Recreation Board, serving on the Planning Commission, and filling in as Interim Town Clerk.  I am once again Chair of the Parks and Recreation Board and volunteer at the Larkspur Free Library.  I really enjoy working for the Town and being in this community.  In my free time, I like to garden, cook, and spend time with my two cats – Bullet and Wolfie – who came to us as feral kittens.
