Town Clerk / Town Administrator
I am a 21-year retired Navy Veteran who is committed, articulate and passionate about process improvement and developing winning teams. I am a proven leader/manager and strategic planner with a reputation for delivering desired results on time and under budget. It is an honor for me to be able to serve the Larkspur community. My top three professional accomplishments to date are being selected as a Navy Chief Petty Officer, earning my Bachelor’s Degree in Business Leadership Management, and having the privilege to lead and develop Sailors. Personally, my greatest passion is for my family and being able to spend time with my beautiful wife Autumn, my wonderful daughter Hailey, and our four dogs. After twenty years of military life, this is the longest we have ever lived in one area, and we love being part of the community and being able to plant roots.
Deputy Town Clerk
My name is Heather Yanda, and I am happy to be the Deputy Town Clerk of Larkspur. A native of Toledo, Ohio, I graduated from the University of Tennessee with a degree in Special Education. I have lived in Colorado since 2006, and my husband and I moved to Perry Park in 2021. We are empty nesters with three adult children and one granddaughter, who we love immensely. Being part of the Larkspur community is a dream come true! From its small-town charm and close-knit community to the amazing wildlife and adventure activities that the foothills offer, we are thrilled to live here! In my free time, you can find me with my husband on a lake riding stand-up jet skis or in the mountains on our dirt bikes or mountain bikes. One of my greatest passions is for helping others discover the healthiest, most-authentic version of themselves. With that end in mind, I lead weekend self-discovery workshops and weekly dance fitness classes that allow people to discover and step into their authentic selves, which ultimately leads to more joy, self-acceptance, health, and purpose in their lives. My professional career path has paralleled my passion for others, leading me to my current position with Larkspur helping to maintain and increase the beauty of our thriving town as well as in my second position that I have held since 2015 as a Mortgage Loan Officer helping people build generational wealth through home ownership. I am proud to offer my passion and professional expertise to this town that I love!

I am a Colorado native and blessed to live in this awesome state. I have travelled extensively, both in my personal and business pursuits, and my heart still flutters when I see the beautiful Colorado Rockies. I live in Perry Park and love the views and communities that surround me. I am taking painting classes now and can’t wait to paint the beautiful rock formations, mountains and wildlife I see each morning on my way to work at Town Hall in Larkspur. I retired from the Federal Government as a Budget Analyst after 32 years and found myself with time on my hands. I began working part time for the Town of Larkspur eight years ago and have met many of the residents of this quaint little town and been rewarded by many friendships. I have three children who have blessed me with ten grandchildren, and we are a close and loving family that enjoys spending time playing games, going to rodeos and fairs, and praising God together for his bounty.
My name is Ken Meisinger, and I am the Accounting Assistant for the Town of Larkspur. My dad was transferred to Colorado in 1976, and because I have lived in the Colorado Springs/Monument area since I was 11, I consider myself a Colorado native. I love spending time with my family – my wife-Paula, daughter-Sydnee, granddaughter-Lillee, and our Jack Russell Terrier-Crosby. I’m a huge hockey fan and have played since I was a kid. Prior to working for Larkspur, I was a High School Teacher for 20 years and a Financial Analyst for DuPont/Conoco before that. I enjoy working for the Town and love the people here. One of my favorite quotes that I live by is by Herb Brooks, “You were born to be a player. You were meant to be here. This moment is yours.”
Park & Recreation Coordinator
My name is Kathleen (Kat) White, and I am the Park and Recreation Coordinator for the Town of Larkspur. I am a long time Colorado resident, beginning in LaSalle, Colorado and living in Larkspur since 2001. In August of 2021, I took this position but am no stranger to working and volunteering for the Town and have served many roles over the years, including chairing the Park and Recreation Board, serving on the Planning Commission, and filling in as Interim Town Clerk. I am once again Chair of the Parks and Recreation Board and volunteer at the Larkspur Free Library. I really enjoy working for the Town and being in this community. In my free time, I like to garden, cook, and spend time with my two cats – Bullet and Wolfie – who came to us as feral kittens.

Director of Public Works / Park Maintenance
Originally from Texas, I made my way to Colorado as quickly as I could in 1993 and now consider it home. My hobbies include snowboarding, camping, fishing, and spending time with my three children – a son and two daughters. As the Director of Public Works and Park Maintenance for the Town, I like maintaining the natural beauty of such a great place. I have been in the maintenance industry for over 20 years, and my goal wherever I am is to leave it better than when I found it. I am happy that I get to play a part in helping Larkspur continue to be a great place to live.
Park Maintenance Assistant
Originally from Cheyenne, Wyoming, I now reside in Castle Rock, Colorado with my wife Linsey and our son. In my younger days, I competed in the 2000 Junior Olympics in Tae Kwon Do and won a gold and silver medal. In my free time now, you can find me snowboarding, camping, and spending time with my family. I love being part of Larkspur through working with the Town due to the scenery and the incredible people I get to interact with.
